Why Makkah and Madinah
Because demand is driven by faith, not fashion. Every year, Muslims from every country travel to Makkah to perform Umrah and Hajj, and most go on to visit the Prophet's Mosque in Madinah. The Pilgrim Experience Program reports 18.03 million Umrah performers from abroad in 2025, and the General Authority for Statistics counted 1,707,301 Hajj pilgrims in 2026, of whom 1,546,655 came from abroad. No other city pair in the world has a visitor base of that size that renews itself every year as a matter of religious duty rather than choice.
The Kingdom is planning for more. Vision 2030's Pilgrim Experience Program targets 30 million Umrah performers a year by 2030, and the infrastructure to carry them is already in place or under way. The Haramain High Speed Railway links Makkah and Madinah with Jeddah, King Abdullah Economic City and King Abdulaziz International Airport, covering the 453 kilometres between the two cities in about two hours and fifteen minutes at speeds of up to 300 kilometres an hour; for the 2026 Hajj season it offered more than 2.2 million seats. The one-year multiple-entry Umrah visa introduced in July 2026 makes repeat visits easier for the pilgrims who are also the most likely buyers.
Until 2026 a non-Saudi Muslim could not hold title in either city. The Law of Real Estate Ownership and Investment by Non-Saudis came into force on 22 January 2026 and the ownership zones were approved in June 2026, so a Muslim of any nationality may now own a registered property in designated areas of the two cities, whether or not they live in the Kingdom. That combination of enduring demand and newly opened ownership is why we focus on Makkah and Madinah and nowhere else.
